ESNNA Code of Conduct (Prevention of Child Exploitation)
In accordance with Peruvian Law N° 29408 (General Tourism Law), Law N° 28251 (Law against the Sexual Exploitation of Minors), and Supreme Decree N° 005-2020-MINCETUR, TURA-TRAVEL S.A.C. (operating as Tura Travel) is fully dedicated to preventing, condemning, and reporting the Commercial Sexual Exploitation of Children and Adolescents (ESNNA) in the tourism sector.
1. Core Policy Statement
Tura Travel has a strict zero-tolerance policy toward any form of abuse, commercial sexual exploitation, or harassment involving children and adolescents. We understand that tourism operations can sometimes be exploited by wrongdoers, and we accept our responsibility as a gatekeeper to actively protect the vulnerable communities where we operate, particularly in Cusco and throughout Peru.
2. Actionable Commitments & Staff Protocols
To implement this commitment, Tura Travel enforces the following operational protocols:
- Mandatory Staff Training: All permanent and seasonal personnel, including tour coordinators, sales representatives, administrative staff, and airport assistants, undergo periodic training to identify warning signs of child exploitation.
- Field Guide Guidelines: Our tour guides are trained to monitor activities during excursions, transfers, and visits, and are authorized to halt operations or report suspicious incidents to local law enforcement immediately.
- Supplier Contracts & Agreements: We embed strict child protection clauses in contracts with hotels, transport companies, boat operators, and restaurant partners. Non-compliance results in immediate contract termination.
- Customer Awareness: We provide safety guidelines and ESNNA information in our pre-departure documents and booking confirmations to ensure our international clients understand and respect Peruvian child safety laws.
3. Legal Framework & Enforcement in Peru
Sexual exploitation of minors is a serious crime under the Peruvian Penal Code, carrying severe prison sentences. Tura Travel actively cooperates with state entities to ensure these laws are enforced:
- Law N° 28251 – Modifies the Penal Code to severely punish the sexual exploitation and trafficking of minors.
- Law N° 29408 – Specifies that tourism agencies must actively combat ESNNA under penalty of losing their operating licenses.
- Supreme Decree N° 005-2020-MINCETUR – Regulates the digital and physical minimum standards for travel agencies, including the display of ESNNA prevention notices.
